The second stage of the 15th Conference of the Parties to the Convention on Biological Diversity (COP15) adopted the "Kunming-Montreal Framework for Global Biodiversity" (referred to as the "Frame") early on December 19, drawing a new blueprint for the future governance of global biodiversity until 2030 and beyond. After nearly two weeks of negotiations and consultations in Montreal, Canada, under the leadership and promotion of the Conference host China, the Parties reached agreement on key issues such as the goals of the "Frame", resource mobilization, and digital sequence information (DSI) of genetic resources. Huang Runqiu, the chair of COP15 and the minister of ecological environment of China, said that after four years, we have finally come to the end of the journey."The package of documents at our disposal can guide all of us to work together to curb and reverse the loss of global biodiversity, and put biodiversity on the road to recovery for the benefit of all human beings." In addition to the "Kunming-Montreal Framework for Global Biodiversity" and the relevant monitoring framework, the conference also adopted a package of documents including the decision on resource mobilization and technical and scientific cooperation and supporting its implementation, the decision on planning monitoring reports and review mechanisms, and the decision on DSI. "This 'framework' has historically describe d a vision of harmonious coexistence with nature by 2050, historically included DSI implementation pathways, and historically decided to set up a fund for the 'framework'," Huang said. "It can be said that we are taking decisive actions to gradually move toward the vision." The theme of COP15 is "ecological civilization: building a community of life on Earth", which consists of two stages. The first stage was successfully held in Kunming, China, in 2021; the second stage was held in Montreal, the seat of the Convention on Biological Diversity Secretariat, from December 7 to 19, with China continuing to lead the substantive and political affairs of the conference as the chair country.
